The supreme courts consideration of this case is unprecedented in decades. With growing number of Americans without a permanent place to live the courts decision will have far-reaching implications. courts in California and other western states have rules that fining and arresting people for ...sleeping in homeless encampments when shelter space is scarce is unconstitutional. Such punitive measures fail to address the underlying causes of homelessness.
